The Opportunity:
Skilled US is seeking an Adult Education Program Manager to oversee a team delivering Adult Basic Education (ABE) and occupational training funded by WIOA Title II, SNAP Employment & Training (SNAP E&T), and other grants. This role involves managing high-performance programs, ensuring compliance with grant requirements, and driving measurable outcomes for adult learners. The Program Manager will lead strategic planning, staff supervision, partnership development, and program execution while maintaining accountability for performance standards. The ideal candidate will have extensive experience managing grant-funded teams and programs, a strong track record of achieving high performance, the ability to onboard and integrate new grant requirements with ease, and familiarity with Salesforce or similar CRM platforms to ensure effective program management.
Essential Job Tasks:
Program Management and Compliance:
- Lead the design, implementation, and evaluation of ABE and occupational training programs to meet or exceed grant performance metrics.
- Onboard and integrate new grant requirements efficiently, ensuring all compliance and performance standards are met.
- Ensure compliance with WIOA Title II, SNAP E&T, and other grant requirements, including reporting documentation, and fiscal accountability.
- Analyze program data to monitor progress, identify trends, and adjust strategies to achieve high-performance outcomes.
- Conduct satisfaction surveys and implement program improvements based on feedback from students and partners.
Strategic Workforce Development:
- Research workforce trends, identify best practices, and incorporate them into program design and delivery.
- Build and sustain relationships with local workforce development agencies and SNAP organizations to align training programs with labor market needs.
- Leverage state and community resources to enhance training opportunities and student services.
- Serve as a liaison between Skilled US and workforce organizations to implement strategic initiatives and address emerging trends.
Student and Employer Engagement:
- Oversee student career planning and placement services, ensuring alignment with employer needs and workforce demands.
- Co-Collaborate with local workforce offices to organize hiring events, connect graduates with job opportunities, and cultivate employer partnerships.
- Co-develop creative initiatives to enhance program visibility, enrollment, and student retention.
Staff Management and Development:
- Train, supervise, and mentor program staff to create a high-performing, accountable, and collaborative team.
- Foster a culture of continuous improvement, professional growth, and employee retention.
- Develop onboarding processes and ongoing training for staff to ensure program excellence and consistent delivery of objectives.
CRM and Data Management:
- Utilize Salesforce or similar CRM platforms to track program data, monitor student progress, and manage grant compliance.
- Ensure accurate and timely data entry, reporting, and analysis to support program evaluation and decision-making.
Partnership and Community Collaboration:
- Cultivate partnerships with community-based organizations, local leaders, and training providers to expand resources and opportunities for students.
- Collaborate with the Student Enrollment Team to drive program awareness and implement effective recruitment strategies.
- Serve as a resource for staff and community partners on issues related to workforce development and career planning.
External Representation:
- Represent Skilled US at regional and national conferences, workforce development meetings, panels, and media events.
- Stay informed about local and national workforce trends, aligning program offerings with employer and learner needs.
Minimum Job Qualifications:
Education:
- Bachelor’s degree in education, workforce development, public administration, or a related field preferred (equivalent experience considered).
Experience:
- At least five years of experience managing grant-funded programs, preferably in workforce development, adult education, or a related field.
- Proven success in managing teams to achieve high performance under grant-based funding requirements.
- Demonstrated experience onboarding and adapting to new grant requirements.
- Familiarity with Salesforce or similar CRM platforms is highly desirable.
- Experience with WIOA Title II, SNAP E&T, or similar funding programs is highly preferred.
